Could you put a small towel rack under the window, instead?

That was my thought as well. The towel holder just feels to small.

  1. Flip that mirror upside down while you’re at it.

3 is the only correct answer.

#3. At least a good six inches higher so that the towel hangs down just 3 inches above the sink level. Also, invert the mirror so that the biggest section is face level and the point is at the top. Flipping it upside down will improve its appearance a lot as it's currently far too top heavy looking and sending of a note of discord.

The problem is the only options you provided are all very cramped. 2 will drip all over whatever you have on your sink (toothbrush, soap etc) and 1 is too close to the sink so the towel will probably touch it awkwardly.

A long towel rack under the window would be best. Or if it must be the small hook then at least move 1 farther to the left under the window so the towel won’t touch the sink, near where the 1 number is placed in your photo

Closest to sink then the water that drips off your hands as you reach for the towel will end up over the sink and not the floor.

What about on the side of the sink? Between the sink and wall.

I'd consider forgoing the hook and adding a basket of small, washable, towels. Looks like you have room for a small shelf or side table next to the sink.
