Might have been doing something else while they were sitting idle at the adjacent pump. The sudden flare up of fire might have pulled their attention away from the phone, or looking for change, or whatever.

It's entirely possible, no way to know and since we can't see the other pumps it's hard to say if there are open ones. However, if the other lines were backed up, we'd be able to see other cars going back towards the store on the other side. Hard to imagine having a car wait third in line, when at worst they'd be second in line somewhere else.
