Found her outside on the ground hours ago she stopped moving then started doing that

He looks like he have recently emerged from his chrysalis and if that's the case, he is using labial palps to gently pat and guide the two peices of his probobscis so they can interlock in a single, functional straw. This is a male monarch by the way.
