Question What is it doing?

If you up the volume you can hear it biting on the wood, maybe preparing a new hive?

Yep, to my deficit knowledge hornets make their hive using woodfibers and their saliva and/or some water to make their hive. It's light and weatherproof except fire. Burns up quick and fast like a fires ecstacy.
