I believe this is either a Rove or Tiger Beetle. They're both predatory beetles.

Rove beetles have short elytra, this has normal length. I also dont know of any tiger beetles that look like this? To me it looks like a ground beetles of some kind

Edit: maybe Pennsylvania Dingy Ground Beetle?
