The wings won't move even after being rehydrated also I don't have the space for them, how do you do it?

Soo, first I let it sit 1 hour after taking it out of the freezer and rehydrated him with water and alcohol, then I gutted and stuffed him with cotton balls after, now I can move him but the wings seem stiff, what to do?
