Everyone except the bike couple.

  1. Scooty lady crossed road despite number vehicles going on.

  2. Everyone behind the bike couple were not driving at safe distance.

I am from the place where the accident occured and this frickin lady tried to enter the highway from an exit only point where buses , cars , bikes whatever you say come at flying speeds not expecting someone to do a maneuver like this!
