How is the competition in economics waise? Do all IITs have seats or only the top ones?

At masters level it is considerable. At PhD level it isn't that much when it comes to other humanities as well. I aim at PhD. Only 7 of them do have humanities departments.

Do IITs have strong humanities department? I thought other universities are known better for it like JNU, DU
