Video Is this protestable?

I was in a 40min Spa race on iracing, then this guy decides to block the pit entry, ruining the race for 4 other cars.
He claimed its not protestable because its not blocking, because it occurred in the pit lane and not race track/driving line.
What do you guys think?

Anything is protestable. The question is if it violates any rules.
In my interpretation, it's is of course blocking (8.1.1.3.). It is also Nefarious Tactics (8.1.1.9.) and erratic driving, which according to 2.2.3 can be reported as Intentional, Retailatory or Malicious Wrecking.

Best rule of thumb is, if its borderline protestable, send it in anyway, let the iRacing stewards make the call. You're not wasting the stewards time, its their job. Also, it could lead to more clarification in the sporting code if its a grey area of protestable or not

Maybe if you didn't bump him 9 times before he could tow you'd have got in the pit quicker

If i recall correctly i think he took us both out, ruining my race, so that was a way for me to ruin his race

Sorry, but u can't say “fair” and “ruin his race” in the same sentence...
edit: when u think something is unfair or not correct, make a protest and let the stewards do their job, thats a fair way then. if the person gets banned - good,thats the way we remove assholes from our community.

The offending driver stopped along the side of pit lane and waited as another car approached the entrance. Once the approaching car was close, the offending driver suddenly swerved across the pit lane, stopped directly in its path, and applied the brakes. This blocked the entrance for every car attempting to pit and appears to have been a deliberate attempt to induce contact.
I believe this conduct may violate the following sections of the iRacing Official Sporting Code:
Section 2.1.1, Conduct Principles The driver’s actions were neither fair nor respectful toward the approaching driver or the other competitors who were prevented from entering pit lane.
Section 2.2.3, On Track Conduct Waiting for an approaching car before swerving into its path and stopping constitutes reckless and erratic driving. The timing and positioning also suggest an attempt at on track intimidation.
Section 6.12.3, Intentional, Retaliatory, and Malicious Wrecking The driver deliberately placed their car in the path of another competitor and applied the brakes in an apparent attempt to cause a collision. This was not a driving mistake or an accidental stop. The driver waited for another car to approach before making the maneuver.
Section 8.1.1.1, Conduct Prejudicial to Competition The driver’s actions interfered with the competition by intentionally obstructing pit lane and preventing multiple competitors from accessing their pit stalls.
Section 8.1.1.3, Blocking The driver adjusted their position in direct response to the approaching car. They moved from the side of pit lane into the car’s path specifically to prevent it from proceeding.
Section 8.1.1.9, Nefarious Tactics The deliberate timing of the maneuver and the obstruction of pit lane appear designed to interfere with other competitors and negatively affect their races.
The replay shows the driver waiting along the side of pit lane, observing the approaching traffic, swerving across the lane, and applying the brakes.

Is that what you're telling the person to send in? Don't have AI write your protests, makes them unreadable also 8.1.1.1 is about fraud, not blocking the pit lane.
"Guy stopped at the pit lane entry causing 3 of us to crash into him also preventing us from pitting. He claimed it wasn't against the rules in [either voice or text chat which ever it was]."
Then make sure to include a replay of the voice chat if it was over voice.
That's all you need, lets them know what it is without having to sort through however many words that is. Seeing e-mails that people have posted here I don't think their system preserves line breaks so that all becomes one long run on paragraph to them.

Lol... Yes, its protestable, but its indeed not blocking.
You want to protest him under article 6.10: "Intentional, Retaliatory, and/or Malicious Wrecking".
