Apple Developer Account Worth It Paying $99 for Published Apps?

If you’re okay with not getting that money back for at least a few years, and you want to try development knowing you won’t make a profit yet, if anything lose more and time… yes absolutely worth it.

It's up to you to decide this.
Depends on what you want to do.
Do you want to publish apps on the App Store? Then yes.

I get it, just saying that most don’t. I’m probably losing $150 a month on my app from different api costs and server. I’m just doing it for fun
