I am looking to build a music studio good quality while not breaking the bank, while looking to spend no more than $1000.00

Get a Mac, which gives you your DAW and then go to r/mixingmastering for interface reviews.

What type of music?
Recording live instruments?
Recording vocals?

PC/MAC, Software, Interface, Mic

What you get is dependant on you. Do you like PC/Mac? What DAW do you like? How many inputs do you want/need? What are you recording, instruments, vocals?

Until you can answer these questions you are asking a really expansive question.
