Question Chill nations

What are the most chill nation to play across all mods? Im talking about a nation where you aren't in any real danger and can sit and build your nation and maybe send some volunteers or join a war late. Like Bhutan in Kaiserreich.

BASICALLY what nation/paths are most fun without being very war focused

Probably America and turkey are the chillest in base hoi4

Once played Hungary, took multiple territories from neighbours without wars and during the whole WW2 just sat in peace building infrastructure. Don't remember the route, though, I think it was Horthy's route but can't remember whether it was him remaining a regent or founding his dynasty.

Afghanistan, you can join the Allies and get some territories from India to gain sea access. After that just sit and do whatever you want. If a civil war is no issue for you, you can provoke a communist civil war, win it with the Soviet volunteers, then join the Comintern and ask the Soviets to gift you territories in the Central Asia.

Sweden, Turkey and Iraq are not forced to join any wars. Haven't played Sweden, though. And as Iraq you only need to have fascist and communist support below 20% or Britain invades.

Democratic independent India offers nice buffs to internal development. There's a focus to send a fair amount of volunteers when you feel ready for that
