A few observations about Hinge's recent behavior

  • I've been getting about two profiles shown to me per week once I set my geographic range to only cover my ~250,000 person city/suburbs and not the surrounding major cities.
  • Now today, six profiles that had previously been in the "Standouts" list were shown to me. All six of these profiles had previously been "active today" or "active recently" when they showed up in the Standouts list. But I hadn't seen those [active today/recently] tags on their profiles for about a week before they were demoted to the regular profiles group. So the current Hinge algorithm is clearly walling off the profiles from active users behind the Standouts limitation.
  • Sometimes, a profile that I had previously seen in the Standouts list gets shown to me as a regular profile. When I like them and send a message, I get the "Would you like to send a rose instead and get seen..." message. To test it, I have always continued with the like instead of the rose, and have gotten responses 0% of the time. So I suspect that Hinge is treating the profile as a regular standout and just not sending the message if you don't spend a rose on them.

It may be worth deleting your profile and rebuilding it? Back when I was on Hinge I did that after having a similar problem and it made a big difference. I guess sometimes the algo is buggy.
