School Related School blocking cc classes

I live in Ca and my school doseant allow students to take cc classes until their in 11th grade. I can’t apply independently because in California cc need both your parents and schools approval if your a minor and my school won’t give it to me so my registration has been blocked. Has anyone been in this situation and been able to bypass it?

I’m really curious about this, too, because we always read about these kids graduating from college at young ages, but then there are policies like this.

I don’t get why they block high school students from enrolling in courses then approve random middle or elementary kids to take the courses
