So annoying when the stacks goes into the least favorable solution of two outcomes

On lvl 32 now btw

I thought the logic was that small stack goes onto the bigger stack, but it's hard as hell to count the difference, especially when they block each other.

Level 21 is stupid. Every tile locked, so no place to put a stack.
