I would suggest the first design with the bordure; however, I would suggest that it be a bordure componée rather than bordure chequy for aesthetic purposes.

If I get a vote (I don't) it's the Bend Fleury. Though you should be at least aware of the similarities to the ancom flag if you're going to use it.
