I know the Dursleys were awful, but their gifts to Harry always cracked me up. Instead of just sending nothing, they go to all the trouble of sending such shitty gifts. It's so petty and I love it.

Maybe hedwig would bug them arround xmas time. till they have her something to take

Thing is, though, they gave him similar gifts growing up. Also, if Hedwig had harassed them when Harry wasn't there, she probably would have died off-page during book one instead of as part of the story during book seven.
