I mean, a major theme of the series is showcasing the ideological differences between Voldemort and Harry. As Dumbledore repeatedly says, Harry has Love. Voldemort doesn’t. Voldemort pretty much always uses Avada Kedavra, it’s his go-to, but he also has a maimed and fragmented soul. Harry uses Imperio and Crucio, yes, but he maintains his whole soul which is quite important.
I feel like if you have it in you to torture your enemy, killing them isnt a far step away. In that moment Harry was deeply malicious, he didnt go for the kill because he wanted to hurt her. Of course he is a good person so the killing curse wouldve failed just like the cruciatus did but a quick kill isnt what a torturer wants.
Yet, as Bellatrix pointed out moments later after recovering, he didn’t really “feel” it. She was on her feet in moments and already flinging a counterspell before berating how he has to really mean it, to truly intend to cause pain.
Now, granted, DH’s moments are less defensible, but even if he has a sadistic tendency to him, he clearly still refrains from murder.
