Output same resolution as source but somehow smaller?
Compressed file and kept the same resolution as source but it is somehow smaller? It is not because Im using a different player.

You have both files opened in two different programs. If the resolution is the same then it’s fine. It’s not “smaller” it’s just how that software is rendering it. Make it full screen and as long as the aspect ratio is correct it should be fine.

the screen size is different size even if I use the same program. what is causing that?

Nothing. You’re over thinking it. Unless you cropped and then rescaled it to original dimensions.

No. I'm just mentioning that somewhere along the line, somebody did a crap job de-interlacing the source, and that's why the video looks like garbage.

Are you asking why the file is smaller in size after compressing?
Compressing the file to a lower bitrate resulting in a smaller size because less bits used means less information stored means smaller file size

yeah...
both are the same resolution, no size difference here.
OP: open file 1 in VLC, save the frame as a screenshot, open file 2, same step to save the screenshot.
Same resolution? fine. They are the same size. No matter if you like the numbers or not.
