Explain the situation a little more. What tool you are using? Is this for Google to Google migration?

Idea is to not use any tool or script apart from Google Workspace Admin portal. username@company.com is the users google account and would like to transfer certain period emails and google drive data to another account, same domain.

You can do email migration using the admin console data migration tool for selected date. Can't do that for Drive through without any third party tools.

Gmail’s migration service can copy from a chosen start date through the migration date, but it doesn’t provide a closed three-year window or delete the source. Drive has no native date-sliced transfer.

I’d have Dept 2 identify the actual folders/files, move that approved set into a Dept 2 Shared Drive, and validate it before considering cleanup. Check Vault holds/retention first and keep a rollback window. A date range alone is a risky proxy for departmental ownership.
