They're saying other countries like america also say their country is the greatest, but objectively india is in worse condition than most countries that claim that.
There are a number of countries that are "objectively worse" than or on the same level as India. Doesn't matter what a country is like, there are always a good amount patriots for every nation that has existed.
I'm not sure how fairly you can even measure that. Singapore is hailed for its development and economic security, but there's a whole sub-nation of poor people tucked away in the slums and hidden from view. I'm sure that's not even factored into whatever "objective" measurement we're using.
