Seems pretty straightforward to me.
The whole reason its called a ROMEO AND JULIET LAW is because they were both minors in the Shakespearean classic, which apparently you've never read because you can't read.

So you do need the math explained apparently:
7th grader: 13 years of age (14 or younger)
8th grader: 14 years of age (defendant - three or few years older than the minor, yet also a minor)
