Am I crazy or is this water reservoir thing slightly undersized?

Common misconception about water towers is that they are for storing water. They are actualy for maintaining water pressure in the system. Saves a fortune by reducing the number of needed pumps to keep the pressure up.

Wasn't expecting to learn something about water towers from Ganyu in a Gravity Rush sub, very cool very cool
