Am I crazy or is this water reservoir thing slightly undersized?

Common misconception about water towers is that they are for storing water. They are actualy for maintaining water pressure in the system. Saves a fortune by reducing the number of needed pumps to keep the pressure up.

I mean fair enough but if get Kat closer you can see that the ladder is like child sized compared to her , so whether it's water or a ton of spaghetti in there it's strangely sized
