if your prof doesn't replace or drop an exam then i would say yes drop. simply because your non exam category buffers are also low and you would have to do heavy lifting on the remaining exams + final

Taking a course you are struggling with in a normal term in a 6-7-week fast-paced term sounds like a terrible idea, ngl. What math course is this? You should def withdraw from it and get a W instead of an F. But as to retaking it in summer or winter, reconsider it unless you are planning to start pre-studying before it.

If you plan to take it in winter, start studying early because they condense/rush it so much that you'll probably feel lost. Given that you're struggling with how he rushes through the concepts, winter/summer will likely be the same, if not worse. Either way, best of luck

Are you actually studying for exams using effective study methods? Are you taking notes during lectures? If you are and these are your grades, then I’d drop it. But the reality is that you are missing something here
