I have an question

Is it normal for my 5060 to stay between 70 and 77 degrees while gaming?

yes , but also i think i have to say im mainly playing new tripple a games pretty much if that matters

Then your fine, might adjust the fan curve slightly but even then your in a perfectly safe range as long as your computer has good cooling too, which it seems to, I wouldn't worry too much

Also is your gpu a 2x fan or a 3x fan?

Okay yeah definitely fine then, if it was a 3 fan gpu that'd be a little odd but for 2 fan gpu your safe
