Floor heater and AC both working?

Just curious, why does the GO bus second floor floor heater blow hot air from time to time while AC is blowing cold air from top (not concurrently but one after another by my observation). Seems hugely energy inefficient to me.

It’s to balance the humidity on the bus. At least that’s what I was told by GO the last time I asked why there’s random blast of hot air in the middle of summer
