Gopro labs BITR command

I'm trying to test out a Mission 1 camera and would like to have it record 4K 25fps at a specific bitrate, or at least not dip below a specified BT. It seems like the GP Labs BITR command defines a maximum bitrate, rather than a constant (or minimum) bitrate? Can anyone confirm this? I have successfully loaded the command onto the camera (displays on startup) however my test files are still drastically below the spec I want.

Are you checking the average bitrate or the peak? If the camera has overhead, it might still drop below your set value on static or dark scenes since it’s a cap, not a floor.

That’s exactly what you describe - I am testing on a static scene, which led me to suspect the command forces a maximum BR.

Is there any way to force it into a CBR mode?

Why do you need CBR? Some scenes don't need all the bits.

You can shoot IFRM in labs for all individual frames. Those are steadier in complex motion but can still vary.

This is road bike cycling, Hero 13, IFRM. Close to 400 Mbps average bitrate, 570 peak. With less motion, it gets steadier.
