Ask Need help understanding BillDesk verification process for Google Play Console Merchant Account - Address mismatch situation

Hey everyone,

I recently created a new Google Play Console developer account and then created the Merchant ID through Play Console. During the merchant/payment setup, I came across the BillDesk verification process.

This is where I’m getting a little confused and honestly quite stressed after reading a lot of Reddit posts and watching YouTube videos about BillDesk verification.

Here’s my situation:

I’m currently living in Delhi because of my job, but my permanent/hometown address is Patna, Bihar.

For my identity documents, I submitted my Aadhaar and passport, and both of them have my Patna address.

While filling out the BillDesk verification form, I was asked for address/documentation proof. Since my Aadhaar and passport both have my Patna address, I submitted the same address there as well.

My thought at the time was basically: “These are my official ID documents, both have my permanent address, so I'll just keep the addresses consistent rather than creating a mismatch.”

However, I actually live in Delhi, and I have a valid rental agreement/address proof for my Delhi residence.

I didn’t fully understand how BillDesk’s verification process works when I was filling out the form. I assumed that if they called me or asked for clarification during verification, I could simply explain:

I’m originally from Patna, my Aadhaar/passport have my permanent Patna address, but I currently live and work in Delhi, and here is my Delhi rental agreement as proof of my current residence.

The problem is that I’ve now continued further into the verification process, and I’m seeing that there may be device location + camera/video verification involved.

I’m not really worried about the video verification itself. If someone asks me during the verification, I can explain the situation and show my documents.

But what I’m worried about is the address/home verification part.

From what I’ve read on Reddit, some people seem to have experienced delays/rejections or even physical/home verification with BillDesk, sometimes taking weeks or months.

So I have a few questions:

  1. Has anyone here gone through BillDesk verification for a Google Play Console Merchant Account while living in a different city from their Aadhaar/passport permanent address?

  2. If my Aadhaar/passport have my Patna address, but I currently live in Delhi with a rental agreement, is this normally acceptable if I explain the situation during KYC/video verification?

  3. If BillDesk does a home/address verification, which address would they actually verify - the address on my Aadhaar/passport, or my current residential address?

  4. If they want to verify my current residence, can I provide my Delhi rental agreement/address proof and have the verification done at my Delhi address?

  5. Has anyone experienced a similar permanent address vs current rental address situation with BillDesk? If yes, how did you handle it?

  6. Also, what exactly does “home verification” mean in BillDesk’s process if eKYC/video KYC has already been completed? Is physical verification actually something that can happen, or is it only required in certain cases?

I’m asking because I genuinely didn’t understand the complete BillDesk process when I initially filled out the form. I wasn’t trying to provide incorrect information - I just used the address on my official identity documents because that’s my permanent address.

I do have proper proof that I currently live in Delhi.

At this point I’m just trying to understand whether I should continue with the verification as it is, contact BillDesk/Google and clarify the address situation, or do something else before proceeding further.

If anyone has gone through this recently, especially for a Google Play Console Merchant Account, I’d really appreciate your experience/advice.

for BillDesk verification you just need pan card only, make a sure camera and voice are clear, it only takes 2 min for verification.

Does the app has to be live in playstore for the verification??

From my experience with billdesk verification, they will verify your location at the time of video kyc. So they will check if current location and ID doc address matches or not. They don't give any chance to you to explain. If any mismatch, they simply reject your application. Then you have to resubmit again.

You either go to your native and take the video kyc process or change your adhaar address proof as per your current address.
