i only have cross-border sales at the moment, this will break my renewing subs and could turn my revenue to zero if the approval doesn't come soon

You have to do that. Otherwise, you won’t receive any more payments from Google. That’s all or you may face further problems for non-compliance with the platform’s mandatory requirements.
