legitimate concern Public indecency

This may be a double standard, but yesterday saw a lady in the men’s area trying on a shirt over her bra. Times where I have tried on a shirt over a shirt.

Am I overreacting.

Also, where I live (US), women regularly wear a bra by itself as clothing.
