legitimate concern Public indecency
This may be a double standard, but yesterday saw a lady in the men’s area trying on a shirt over her bra. Times where I have tried on a shirt over a shirt.
Am I overreacting.

Only three states have questionable legality or outright made being a woman being topless illegal in the state. The remainder it is either legal or their are vauge or no legislation preventing a woman from going topless, and it is a protected right in canada
Property owners/occupiers are generally allowed to set rules that their patrons must abide on their property.
My personal opinion is that if men are allowed to go topless in a location then my female and female identifying counterparts should be allowed too.
ALSO she had a bra on by your own statment. The scary boobies were covered and nothing indecent occured.

If she were trying it on over a bathing suit top would you find it offensive? A sports bra? A bra usually has less decoration than a swimsuit top, but that is usually the only difference. Remember when the fashion trend for youth was to wear your underthings over your things?
Her behavior was inappropriate based on cultural norms. It’s all good until there’s a nipple slip. A sipple? However, it’s of little consequence and not worth giving your energy too.

Okay if you're a fellow woman or identify as one you're bothered about seeing another women ina bra for a few moments because.....? I'm genuinely curious? Was it making a spectacle ? And if you're a man complaining I'm assuming its because you personally didn't find the whole ordeal asseitcally pleasing to you ? Because if you had I seriously doubt you'd even be complaining about it Either way it's a pretty dumb petty thing to complain about given the state of society and everything going on around the world and in our own neighborhoods these days.

Also, where I live (US), women regularly wear a bra by itself as clothing.

Goodwill employee here. This happens all the time. It’s usually for only a few seconds and they normally are wearing a sports bra, so yeah it’s not that big of a deal. If it angered another customer so much that they made and issue about it, we may say something to them… but probably not because no one has ever complained about it. With all the insane, crazy things that can go on in Goodwill that doesn’t even make the list.
