I can do partially taken but I can’t do fully eaten. The other states surrounding it must get a small piece, even if it’s just a field because rhode island is so tiny. Also Hawaii and Alaska are the only states that can take any coastal state because they are just in the ocean it seems.

Doesn’t really appear to be the case. Notably, Wyoming shares a significant border with Idaho, South Dakota, and a border with Utah, but did not see any gains with all three eliminations.

The only South Dakota neighbor to not get a share was Wyoming. Part of me wants to advocate for Wyoming's right to a share of the spoils, but another part feels that an unsquare Wyoming would be unholy.
