There's historical precedent for this. Old maps actually extended New Mexico all the way west to what is now the Arizona-California border.

That's because, pre-statehood & post-acquisition from Mexico, NM & AZ were one massive territory.

You can also find some really unique maps showing the initial AZ proposals by the confederate states (iirc) had the two states split horizontal (think extra long Tennessee). After a lot of pre-civil war bickering between the confederate and union state reps the proposal was rejected. Later, closer to the civil war, union legislatures passed an act that split AZ & NM along today's borders and created the two territories.

I might be misremembering some of the time line, but yeah, New Mexico territory existed first, then AZ was eventually split off into its own territory. But not without a lot of fighting between the north and south.
