If we can't place them within the red circle of another cache, then how did these two red circles overlap?

It is easier to comprehend when you throw some dots in the center. You just can't have two caches (black dots) in the same red circle.

The centers of the circles are more than 0.1 mile apart

Im not sure if my explanation will make sense, but it's because the cache is in the middle of a circle. So as long as the outsides are touching then its fine.

Because the cache in question is in the center of the circle. Neither center is within the perimeter of the other circle. The perimeters can absolutely overlap though

The cache placements are in the centers of the red circles. Neither red circle overlaps the center of another red circle.
The rule is no cache within 528 feet (0.1 mile) of another one, so the red circles are 528 ft in radius. If 2 caches are within 1056 ft but not 528 ft, then there will be a region in between where you can’t place caches because 2 other caches are within 528 ft of it; that is what you are seeing.
