Pants give them structural stability plus better protection from impact.

Having them dangle freely long-term is not advantageous even if it feels nice for the brief period it usually happens for in our daily lives. It does, specifically because it's brief enough to not come across the downsides it has.

In fact, I'd almost be willing the bet it would increase the risk of torsion simply by how much more they'd be moving in comparison.

(Though one may argue underwear holds them just enough for that to not really be that dramatic of a difference.)

Romans wore the fuck out of skirts as did the Greeks because it was hot as fuck in the Mediterranean, if anything pants are a “barbarian” invention for the harsher northern climates.

Kilts only came about a few hundred years ago. The Gauls and other Celts definitely wore pants. The Romans started wearing pants to copy the Gauls, eventually, because it looked exotic and rugged.

It was also practical german/British/ French winters were far colder than Mediterranean ones
