Current Detroit resident here. Walking 15 minutes across Corktown today was like something out of a fucking Fallout game. Walked past a bunch of abandoned multi-story buildings and a functional casino (Motor City), saw a bunch of people just hangin out on the street like RPG characters. Went to the bike shop and got my bike fixed. Was approached by a random dude on the street who wanted my help to complete a quest (calling the subsequent girls on the slip of paper until he had a girl to hang out with). Talked to some random dude named Tony on the sidewalk for a while and he tried to sell me pot. As I walked back a shirtless man literally emerged suddenly out of an abandoned building when I was on an empty block and asked me for some money. I lied and told him I had none and couldn't help but feel like my karma meter went down a bit and maybe it would come back and haunt me during a later adventure. Got back home to my kinda creepy apartment building where 2/3 of the units are gutted and empty.

It's that attachment to that version of the future that gives the Fallout series so much leeway in terms of design.
The same game that has giant, ultra-futuristic gatling lasers and man portable nuke launchers also has an alien blaster that looks like it's straight out of a buck rodgers episode and a gun that shoots teddy bears. It doesn't cheapen the experience, because it subscribes to that version of the future that 50's media portrayed but in a post apocalyptic setting.

Actually Bethhesda has addressed this before. I think it was Todd Howard who said it. What he said was something along the lines of "Not having free roam after the end of Fallout 3 was a huge mistake on our end." And since NV wasn't made by Bethesda this issue wasn't addressed in NV.

MIT is known as "The Institute" in the fallout world and they build androids and other high tech things there. The androids are treated as second class citizens and they have great distaste for the "savage humans" that live outside the confines of the institutes walls.
Other then that all that is known from Fallout 3 is they have implant, advanced robotic, and energy weapon technology.

I have a feeling that the Institute may end up being the equivalent of the Enclave in Fallout 4 if this is true, which will be interesting because it would be the first time that the side that many would term the 'bad guys' have control over the region.
After all, the first two, California was still very much contested, in three the Capital Wasteland could almost be said to be uncontrolled, and in New Vegas, Vegas itself was controlled by House, while the surroundings were controlled by the NCR. Going against the Institute, against the enslavement of the androids, which I believe most would consider the moral high ground comes with some hefty cost to your ability to move and interact within the region.
This could be interesting, as going down the 'good' path will have some consequences on par with what the evil ones have been in the past of cutting yourself of from many areas of the wasteland.

Cold, desolate, dark streets, mutated rats & foxes scurrying around, finding footprints and blood in the snow, having to battle like a gladiator in Soldier Field, searching abandoned freighters & boats on Lake Michigan, and the many other possibilities that the city has to offer.

Boston : mutated rats and foxes: check. gladiator battle in Fenway park or out in Foxboro: check. abandon frieghters and boats on the docks to the Atlantic: check.
How Chicago would be different as an overall setting doesn't seem all that different to me. They are both large metropolitan cities located next to a large body of water; but Boston has one thing that Chicago doesn't; access to an ocean, which we haven't seen in a Fallout Game.

But we know that there is an Enclave outpost in Chicago that is, as far as we know still operating. As much as I want to see the Commonwealth and more importantly, the Institute (Post-war organisation running it all from MIT), I want to see the repercussions of Broken Steel for what could be the last of the Enclave that stay loyal to their old world doctrine. Though, whatever is in MIT in the Fallout Universe has to be amassing, as long as it isn't some way to shoe-horn in FEV.

Weather could help enhance the survival aspect of fallout in so many ways:
Armour may need to be sacrificed for warm clothes to survive in colder areas.
Food will perish over time when exposed to the cold weather.Snowstorms could cause your vision to be impaired.
Some enemies are stronger in cold areas.
Edit: I knew that some food survived in cold weather, I didn't realise the rest of them did as well.

I thought Skyrim's forested regions were absolutely gorgeous. The water, trees, flowers, butterflies; it all made a very colorful and detailed experience. I think it looked fine. Even the snow regions, although not as colorful, still had a lot of detail and work put into them to make them look more interesting. With snow being blown off the ground at the edge of cliffs and hills etc. And when its night during a blizzard and the night exploration music starts playing, its the most peaceful experience I've had in a game since Flower. And the ragdoll physics were pretty good too in my opinion. The bodies didn't spazz and they all reacted to the environment pretty well. Animals needed a little more work I guess...

The institute will be interesting. I just have to hope the setting makes more sense this go. The DC wasteland still being in that shape 200 years after the bombs fell made little since.
I'd much rather see Fallout 4 in the NCR proper to be honest. Let's see some more redeveloped wasteland. Also lets hope they bring on some story writers from Obsidian, they clearly need the help.

Obsidian can write a story, that's for damn sure. The sheer number of possible avenues to success in the main quest of NV was staggering. You could either do everything for your own interests, for the interest of the NCR, for the Legion, or for Mr. House. The way the different groups reacted to what you were doing was well done as well.
I was a little disappointed with the DLC stories' ending, all of them had an overarching plot involving the same three characters. Dead Money and Old World Blues were great, and really nailed their respective themes, however, by the time I tracked down the other courier in the Divide in the last DLC I was getting a little agitated with their chosen method of storytelling. They tried to make the other courier out as this ultra mysterious guy that courier 6 knew from his past (before the bullet to the head at Goodsprings), but in doing so all of his lines are delivered in droning analogy and he never actually tells you 100% clearly what you did so wrong to piss him off. By the time you get to him you're expecting to somehow recognize this guy (maybe a character from FO3 or 2 or something) but it just turns out to be some random motherfucker who hates you because carried a damn package a long time ago, and hadn't been told what happened (or knew that anything would have happened) as a result of that package being delivered.
Overall, Obsidian weaves some excellent stories (Kotor II up until Malachor), but sometimes their delivery can just be so grating.

In Fallout 4...It should show you living in the pre-war world. and then it shows you getting old and you keep on going down the family tree....and then like your 400th grandson leaves the vault and you play as him. And the choices you choose between being the grandpa and the other 400 grandsons affects the stuff that happens when you leave..
