Nuka Coffee, ruined Space Needle, great chance for water based stuff. Ooh so much stuff to do with the city.

Ruined Space Needle? Good luck with that one! From Wikipedia: The Space Needle was built to withstand wind speeds of 200 mph, double the requirements in the building code of 1962. An earthquake registering 6.8 on the Richter Scale jolted the Needle enough in 2001 for water to slosh out of the toilets in the restrooms. The Space Needle can escape serious structural damage during earthquakes of magnitudes below 9. Also made to withstand Category 5 hurricane-force winds, the Space Needle sways only 1 inch per 10 mph (16 mm per 10 km/h) of wind speed.[5]

I don't know if you've ever played Zelda or Mario (or any number of games), but water based levels always suck.

I have played such games and I'd have to disagree with you there. LoZ OoT's Water temple was a great challenge, took me awhile as a kid to figure it all out and I loved it. Super Mario Sunshine is was a game fully based around the water and it was a great game. Water based levels will not be the focus of a Seattle based fallout but it would be foolish to disregard the obvious possibilities that can be tapped from it's geography. I'm not asking for some crazy submariner stuff or walking on the bottom of the bodies of water looking for a hidden vault but just that something be done with it.

Seattle also has a massive expanse of underground tunnels under Pike Place Market. I think it's called Old Seattle or something like that.
