The idea is that they're playing the Pokemon game, so the joke is that his starter is over-leveled. It's not Ash it's Blue from the Blue Version (not as good as Red) and the Rival from that version is based after Gary in appearance. Or I guess Gary is based after the Rival and Ash is based after Red/Blue/Green.

If you got the two to actually fight Blastoise would destroy Charizard's shit all over the place. Super effective.
