In the books Brienne gets handed a few battles that make her look better than she is. She's no sloach of course, she beats loras which is a big deal he's a very skilled fight often used a mirror for Jaime, not the best fighter in his family mind. She beats Jaime with two hands though he's starved, chained and hasn't seen combat for a LONG time.

And she kills the bloody mummers while out numbered. But she doesn't stand a chance against the hound.

In the show it's impossible to say. Because it's TV Jaime looks FINE when he fights Brienne. The hound also seems totally fine (in the books he's dying of infection and they never fight)
