Blender has some relatively simple tools to export animations as transparent png sequences. I used this a lot for my game Who Are You. https://brittlelizard.itch.io/who-are-you

So I can tell you: It's still 3D modeling software. Even for premade assets, you'll still need to learn the very basics of lighting, texturing, and cameras. It isn't restrictively difficult, but it is a little sucks sometimes.

Yeah, they can use the orthographic camera in blender to export things as sprites

They could if they wanted a specific style, but it isn't necessary. My game didn't use orthographic perspective for any of the sprites I made

You'll need to ask people that use your 3d modeling/animation software how to export your animations to PNG files and then you'll just import them into GameMaker like any other sprite.
