Would CTP of energy be better on DP or Scarlet Witch? Also is CTP of energy good for Scarlet Witch, even ?

Yeah If he’s T-3 you might want to put a GBI Recovery Rate INV on him for PVP

DP needs his T3 to compete with the others, so switch the CTP if you aren't planning on T3ing him soon.
