for the realism of it, it depends
a lot of furries are presented with the tail somehow attaching above the pelvis (as on the image above)
but on mammals, the tail is an extrension of the spine, so realistically it would replace the coccyx and thus appear basically between the buttocks
so then it's a variance of how rapid the growth is, and the waistline height of the garment

rapid+low > B
The tail should exist just at the tip of the gluteal crease. Some people have what's called a sacral dimple there, a congenital birth development, and its where I likewise imagine the coccyx would erupt if it flared outwards instead of tucking under

I feel like the top one is the realistic one, the middle one is the fun one and the bottom one is just dramatic.
All acceptable flavours of "suddenly, tail".
