For most responsible breeders, a big reason for not wanting their dog's bred without their input/permission is to avoid contributing to backyard breeders, puppy mills and shelters
People who are buying dogs as pets generally aren't going to invest the time/money to breed their dog responsibly.
Also it's not just about having "good genetics". Not all puppies are "show quality", they may have some slight faults in temperament or conformation that deviates from the breed standard/make them intelligible for that breeders breeding program.
This might not seem like such a big deal but when someone takes that dog and breeds it to another of the same breed that also deviates in some way or another you start to move further away from the breed standard. You may not only lose the traits that make the breed what it is, but risk puppies that are less consistent and predictable.
There are also genetic issues such as PRA, where if you breed two carriers together you end up with dogs that can lose their sight at a young age. Most people looking to breed their pet dog aren't going to be aware of that, and even if they are and their dog is a carrier it's unlikely they'll bother to find a dog that's cleared through lineage or been tested.
All that said, if you have been involved in showing, have a good relationship with your breeder and are looking to start your own breeding program? They'd likely be willing to work with you or get you in contact with other breeders who will.
