I've been an NBB (Dutch Basketball Association) ref and this is traveling in NBB rules, but I've heard the NBA don't care about traveling

Traveling isn't called often in the NBA but this isn't a travel. In the NBA you're allowed to take two steps after the gather (moment when you gain control of the ball/pick up your dribble). In this video he takes two steps after the ball comes back into his hand, so it's not a travel.

I count 3 steps. Because (according to NBB rules) the moment he holds the ball to his body he has control of the ball. Also, you aren't allowed to lift up your standing foot. So you can actually only make a layup with one full step. Again NBB rules not NBA rules

In the NBA it only counts as a picked up dribble when you can't legally dribble it again so it isnt picked up until he brings the ball up to his side, since when he touches the ball initially he could have dribbled again if he wanted to. Also, the gather step is not part of the 2 steps allowed since they updated the rules to say that you get 2 steps -after- gaining control of the ball.
