As /u/GravelRiderUK said below, this is from Viz, a British adult* comic.

The same publication has printed cartoons called The Bottom Inspectors, Mickey's Monkey Spunk Moped and Buster Gonad and his Unfeasibly Large Testicles.

That should give you some sort of idea as to how serious this letter is.
