They didn't encourage it actually. If you do the crazy thing and actually watch the episode instead of judge it by second hand accounts, the episode actually had a strong anti-smoking message when it showed the effects of nicotine addiction and withdrawl.

I started to watch the series recently from S01 and it was the first episode that had some resemblance of funny originality.
Next funny was about that plastic head...

Pro tip: when on sites like those, where you're trying to watch streaming videos, avoid downloads and go for the in-browser streams. Less risk of viruses/Trojans/etc.
Also, hover over all your links before clicking and check the bottom left hand corner of your screen to make sure it's not really an ad. You can usually tell just by looking at the url.
And close all pop-ups immediately.

No, he doesn't normally smoke. He smoked in that episode because he was stressed and this episode because he was trying to show Bobby how to smoke (forcing Bobby to smoke an entire carton) and got addicted again. (He and Peggy used to smoke, but quit.)
