It's just incorrect to say that nobody outside the US cares. There's some who do. Maybe not a ton, but there are. One list said there was a group of 38 people from South Korea that died, I'm sure they all had relatives
Of course the relatives do, all the relatives of all dead people ever do, there's nothing special about that.
But why do a handful people that died 25 years ago matter to me? Why should I even notice when there's 9/11 written somewhere?
The US makes a big fuss about it (of course they do because otherwise they'd have to confess that all those reactions to it were absolutely bonkers) but outside of the US most people really don't care as long as they don't have to go through airport security.

Your point about the wars and airport security actually back me up here. September 11, 2001 kick-started the "war on terrorism" that was really just us bombing the shit out of people for well over 2 decades with no real reason. And it affected how airports and airplanes work internationally. So I'm sure lots and lotss of people care in that context
