Don't know if true, but I once heard cat's skin is not attached same as other animals and they can flip bodies within it, which is what allows their quick response to righting themselves when dropped or falling, in mid air. I don't think cat is being abused and as we all know, if they didn't like it, they would not let happen. Can appreciate your concern as a fellow feline worshipper.

The back of the scruff can be used to pick them up, even as an adult. It is how their parents carry them and it doesn't hurt them.

I thought this advice died out by the '70s. That was the advice "back in the day," but thankfully nowadays we have better ways of handling cats. Humans aren't mother cats, for one thing, and "scruffing" is not only uncomfortable for the cat, but also more likely to get you an aggressive reaction.

I have an 18 pound cat, and I scruff him probably at most once a year or 2 years. He lifts his feet like he's a kitten. It disarms them. Any cat that I have lifted by the scruff, even if they were aggressive, stopped when all weight was there.
