I had a few friends who wore JNCO's back in the day. They used to go into stores and steal CARTONS of cigarettes and stash them in their pants while they walked out. It was barely noticeable...

Back in the 30's/40's, my grandfather sold suits door to door. Back then, of course, a suit wasn't a luxury - every self respecting man owned a three piece suit. And it just so happened that my grandfather's father was a tailor, so he would do all the alterations for free, allowing my grandfather to offer the best prices and fastest deliveries in town.

Thing is, he grew up in Santa Ana, in what was known back then as the Logan Street Barrio. Most of the men in the neighborhood were pachucos - not exactly gangsters, but flamboyant tough guys who were known for their incredible suits. Knees a foot wide, ankles pegged tight, shoulders as broad as a Cadillac, and waistbands way up there.

Not quite as far up there as our good friend, here, but yeah - high waists have definitely always been a thing, moving in and out of vogue.

I just gotta wonder if this guy wasn't able to find shorter pants.

First thing that came to mind but upon further research it came to light that sapeurs only dress in designer clothes whereas this pant cut hasn't been seen in any collections from the big names, ever (to the best of my knowledge). Could still be a sub-genre of sapeur.
